What is RCDF?

Rural Community Development Fund of £57m for Wales

This scheme is part of the Welsh Government Rural Communities - Rural Development Programme 2014-2020, which is financed by the European Agricultural Fund for Rural Development and the Welsh Government.

The purpose of this fund, which is primarily an investment fund for capital projects, is to help with actions to prevent and alleviate the impact of poverty and improve conditions which can lead to future jobs, growth and prosperity in Wales by supporting village renewal through improvements in basic services and/or public amenities.    Funding will be available to local community groups (including charities, trusts and co-operatives), social enterprises and community interest companies and would need to benefit Neath Port Talbot’s rural wards of  Aberdulais, Blaengwrach, Bryn and Cwmavon, Brynamman (Lower), Bryncoch North, Coedffranc West, Crynant, Cwmllynfell, Cymmer, Dyffryn, Glyncorrowg, Glynneath, Godrergraig, Gwaun Cae Gurwen, Gwynfi, Margam, Onllwyn, Pelenna, Pontardawe, Resolven, Rhos, Seven Sisters, Taibach and Ystalyfera. 

The scheme will support several measures under which money will be available for investment in creating and improving small scale infrastructure projects, including renewable energy and energy saving, broadband, improvements in local basic services in leisure and culture, tourist information and small scale tourism infrastructure and restoring and/or upgrading our cultural and natural heritage.

The Local Action Group, Regenerate NPT, will play an important role in supporting any organisations through the RCDF grant process in Neath Port Talbot by discussing ideas initially to ensure that any projects put forward fit in with the Local Development Strategy.  However, the grant itself is being administered centrally by Welsh Government so applications will be dealt with directly by them. The maximum and minimum amounts available depend very much on the project itself. Welsh Government has built in certain criteria for determining what project fits in to which of their key measures and this has to be proven prior to any expressions of interest going to an application stage.
